which frame to rebuild

tombear:
i have two powerlite fs2  frames but i can't make up which is the better one
first frame-perfect chrome, stickers in ok cndition but has a few crush marks were over tightend  rear wheel
second frame-no crushing,perfect sickers.but  the chrome is not brill even after a good pollish small marks/yiny pits
i dont no which one i sould rebuild as i have al the parts ready and 1 have any thoughts
