Keep as survivor...  restore to former glory....  whichever way you turn you'll never please everybody or anybody sometimes!!  For me, it's resto all the way.  I think she'll look sweet brought back 'to life'.  Re-chrome may be tricky, as you say, the rust looks bad and i doubt it would hide any pitting, depends how fussy you are....  a nice white powder coat... well, now you're Torking (forgive the pun!).
Can't wait to see the results whichever way you go.  Good Luck.  8)

It just so happens i might have sealed a deal with my mate on his today  :)

And i have a spare set of forks to go on it  ;)
