18" Wheels

Dont know if anyone can help , my son has a Hoffman 18" frame he is trying to restore, replaced the rims but have now reached a spoke issue, as in cant get them!!   >:( . I have tried to source them as they are 164/165mm in length but nowhere has them so i figure i could chop some down but need a die set does anyone know the measurement required to do such a job ??
