I think it is riveted on . Take a drill to it and take your time, increase the drill size and you will get there. Start with a small drill and work up in size,  There is an oval hole so it might be worth buying one form the local bike shop so that you know what tou are trying to achieve.  the replacement will be bolt on.
Method two is to file the back off the rivet :daumenhoch:
