tuf neck donut clamp

i recently bought a tuf neck seat clamp from canada, but not the normal type, this one is a donut type, its stamped tuf neck so is genuine, does anyone now what year this was from?

only ones i've seen before are twin bolt but this is a single bolt but looks the same style as this one, and its not for sale mate
