my guess is there is a viceroy model with only one gusset plate.
hardening the viceroy theory:
a viceroy's stem might look loike this

I think my silver viceroy does have a stem like that, but don't think the red one has - but it might have been just a cheap way to do stems like that back then ?

Those type of stems came on many budget 80's completes.
I just gave one away :LolLolLolLol:
Win did stems like this also, but they are stamped -
They did a slanted version too which is what's on the bikes in ET :daumenhoch:
