skyway hub converter

I noticed on ebay recently that someone was selling a Skyway wheel hub adapter, apparently it is a bolt on that converts a front Skyway to a rear, i.e. it is a bolt on freewheel thread assembly.  I have never heard of such a thing, anyone know anything about them?
