What takes it off ?

it's like a chemical way it has been put on - it's thin layer of baked on stuff ?

Is it an alloy headset or steel
If it's alloy it could be hard anno like on Pro class III rims well hard to remove , try caustic rather than Oven pride
If it's a steel headset it could be a type of black chrome plate ,,, in which its take it to a chromers for stripping
Failing these ,,, have you tried sanding it not too hard :-\
or big chisels and angle grinding :D

and i think you right mate - it's like a black chrome plate
i can stand there for hours on each piece on the polishing mop ::) was just hoping there would be a quicker way with some chemical stuff :'( ;D

I think it's stained Bendy.. Retro Rich on BW polished one up with some good results. Give him a nudge, he may be able to help mate :daumenhoch:
