roll over bike

just seen this on a friends facebook page, its at the skatepark and there trying to get someone to ride it!!!
 (once they fit another pedal)



i spy a tuff 1 wheel and what looks to be a shimano dx! any ideas on the frame maybe mongoose?

Does look like an old Mongoose, looks like there's no pedal on the left side
