well it's a flip of a coin if it's good or bad ? the seller has said that they don't know about it - so it's up to the buyer to spend money on some thing they may not know what it is !

Looking a bit further now, but it looks like a double downtube and the rear stays   running beyond the seatpost  to the toptube

the dropouts Looks like a  kuwi  thats for sure
if its  a double downtube  it looking to be a exhibisionist, but i cant say that for sure

Missing the coasterbrake mounting at the rear dropout, its a strange frame
