How to remove a stuck stem ?

OK , you will need a vice
stem in vice , soak disel into the area of the stuck bit an leave for a few days , then try using force to " break " the rust seal

I take it that you've undone the stem bolt a few turns and then given the bolt a smart,sharp tap with a hammer to loosen the wedge?

Stick a long tube in the stem in place of the handlebars, that'll give you all the leverage you need.
