Skyway Help - Please

Hi

Just wanted to see if I could date a set of Skyway Wheels I have, the rear is easy as it's alloy hubbed but the front I think is the one of the first plastic hubbed but it'd be good to confirm.

On the inside there is a sticker with red writing saying among other things ....

Each wheel returned must be sent postage paid along with $4.00   ;D

I was hoping that this price would certainly date it quite early.
