police recovered bikes

My guess is that some of the pics have been given to the police by the owners of the bikes when they got nicked, to help ID them if they were recovered.  You can sort of tell which bikes the rozzers have as they have a background that looks like a grotty garage - the others have various different backgrounds.   :-\

but if that's the case.. then the owners would have had their bikes returned and there would be no need to put out an appeal to find the owners..?
