If "sawzall" could do it? I've got no experience in metal work at all? I've got no time scale on this project so if anyone can help?

some times a bit of rust, can be removed with the right stuff and hard work - but looking at yours it needs more work done in places, and if the chrome has flaked up or large spots have come off and leave bear metal underneath, then it's powder or a re-chrome

you don't have to do a white powder - it's just what we know as a skyway look

and with a fresh powder on it, it will give you a new mind of building it and what can be done to it  :daumenhoch:
