Release powder can be a stubborn S.O.B.

Keep the tire dry and use a toe nail brush and your fingers.
I had some that had long since stopped being powder. It had turned to something terrible and the tires looked a right state so it had to go.
If it had stayed powdery i would have kept it.

Devilock:
Bathroom cleaner or fire.

meticulous:
just spray on some of that tyre foam gel stuff that makes car tyres shinny....   ;)
