Yes

Cover it and leave it for 24 hours and then wash off with clean water.

It's been in 3 hours just took the forks out and it wipes off ok. Not touched the rust yet no yellowing , so your saying leave it in for 24 and it still should wipe off ok. ?

It takes a good 24 hours for it to work, the rust will eventually be replaced by a white residue that will wipe off and hey presto no rust.

Ah yeah I know it takes that long but I've seen pics of a frame that's been stained by a white powder from a Oxylic acid bath.
