Now I' ve a set of Araya Aero rims you can fix the ten leftover Skyway mag spoke/arms  back into ,,, now we are talkin  :D

I've wondered if it is possible to machine a recess in the rim and bond a aluminum braking surface onto a tuff.

Should be pretty easy. You could get a ring waterjet cut and machining a slot for it shouldn't be too difficult. Just need the right glue  :daumenhoch:

What sort of man hours we talking about start to finish ?
Presume pretty time consuming :)
