Bars id please.......

I picked up this set of bars on a Burner last week,can anyone help with id ?
They are about 28" wide,knurled,nice tidy tig welds and the crossbar is fairly thick.
They also have a stamp(pictured)underneath one of the grips.
I think they are mid era but not sure?

A question that i asked back '08 on museum and have just looked for
Quiet a few cheaper models from big companies used these bars - not too badly made and ok geometry - just a cheaper way to keep the cost down - most seen from late 80's and 90's
the HL CORP has been round for a long time and i have seen the logo on all sorts of different bikes
