Pegs, is something missing?

I got two sets of pegs cheap off Ebay but one set isn't flat? Do they have some kind of special washer for them? I assume they don't sit like that against the frame?

 :) Looks like a 4 prong anti-turn washer is missing.They have a small flat piece that sits in the dropout and prevents the peg turning during grinds.
