Under 4" Head-Tubes??

Are there any frames out there with head-tubes under 4"??
I've got a NOS set of Tange TRX with a short stem / steerer tube (4,3/4"), just wondering what the could be used on!
Never seen a set like them before ???

would a mini or expert frame have a smaller head tube paul?

Could be that's what they're for Rob but I've never owned a small frame??
I'm thinking maybe Tange or Kuwahara Mini etc?? ???
