I think your problem is due to the fact that the lock nut will not tighten up against the lock washer as the nut is hitting the top of the fork thread before it tightens,so using the crown race as you have as an extra washer has given you the clearance you needed,it would look much better though if you use one or two extra lock washers.

Someone could have used it as a large spacer if the steer tube length was a little longe
