Collar inside MRD Badlander forks

Bfellows:
There appears to be a collar of some sort inside the forks on my Badlander that stops the stem from going right into the forks.  Any ideas?  They haven't been repaired and the "collar" seems to be in fairly snugly.  Do I attack it with a large hammer and drift?

looks like a piece of cut up seatpost has been rammed in there, is there anything stopping it from coming out the bottom of the forks? if not, get an old straight seatpost in there and try hammer it out.

are you sure these forks havent been repaired  :-\ ..... and repainted/powdered ?

at a guess i would say they may have had a new steer tube welded

in and a joiner piece has been fitted to strengthen joint :-\

Yep, looks to be the case.  I'd never even noticed when I changed the headset out......... plenty of grease ;D  Reckon you can sort them out?  I hate bodges.......
