The surface rust coming through on the forks... Once cleaned up and lacquered , will the laquer hold it back , or will it come back through?

I was told by SBD not to use wire wool as little bits stick to the frame & can't be seen until it's lacquered, then it leaves an uneven surface  :(

Funny that, I met a shifty looking geezer in a Beemer at a rain soaked Tesco carpark with a coupla Haro bikes on the back seat  :D

Fookin hell, I met some shady fooker in a beemer on a hotel car park one time whose back seat was sporting a GT pro. Wonder if it's the same bloke.  ???
