Need 2 know what these 24 inch forks are ????

They'll be stamped Tange on the steerer and also if they're Kuwahara the steerer will be a bit longer than normal since the Kuwahara 24 has a 5" head tube.

do they have a flat line on inside and front face of forks ?

They have a 4mm ridge on the back and inside of the fork legs  ;)

What those forks are, I would say they are long, well longer than 20" forks, but not as long as 26" forks.

I've had some 24" TRX and they've all been for 4" Head-tubes & made to the same spec as 20" TRX (Oval Tubes with flat edge front & rear, Internal Spiral Stem etc). Maybe the Tange made 24" Kuwahara TRX for 5" HT had round tubes like their 20" versions? They should all be stamped in the same sort of place ;)
