In the 90's any bike with those locking buttons would have failed scrutineering at a sanctioned race. They were considered a hazard, as were axels that stick out more than 10mm past the axle nut. Both rules were seldom enforced at a local level, but at Nationals they were often enforced. It depends how fussy you want to get with your build, but on race bikes I always run levers without locking buttons, simply because BITD I wouldn't have been able to race with them on.
