New school head sets

Hey guys i am trying to fix a mates kids haro new school and it has no real headset as such how do I tighten it it seem to just have a load of rings and then u put the stem on what gives ?????? Confused

Lee tighten the two bolts at back of the stem then tighten the bolt on the top. Simples.

joking aside, what's the problem?

It's as if there is play in the bearings in old school terms you would do up the top nut and hey presto
