Never seen a noodle used like that before, I'd try letting off the tension. When you say the feel at the lever, What do you mean?
The more tension you have on the brake arms the harder it will be to pull the lever.
I know on Odyssey brakes the springs are sided, You might have the springs on the wrong side.

The lever is nice & easy to pull & the brake actually works/grabs well . It just doesn't go hard (oooooerrrrrr) when the blocks contact the wheel like a caliper brake does. never had 990's before so may just be the way they are ????

Just re read johns post & too much tension makes it feel poop. Will try slackening it off tomorrow 😉😉😉

The only thing I can see between the two pics is the tightness of the cable between the arms.
Yours seems to have a curve in it and the red bike looks straight and taught.
Might be that once the blocks hit the rim, then you are getting more lever travel as the cable straightens out, Hope that makes sense.
