They were cone spanners so I would suspect that the previous owner had issues with keeping them nipped up tight  ;)

Well the olegirl has now been media blasted and has come up awesome so much so that on the bb there is a ihw 546 turns out its a a post code for 5466 1re Ave Montreal just looked it up, it's mad to think that 40years ago some kid was riding this bike living in this gaff
