Skyway hubs

I have a pair of Tuff II's I am working on at the moment, light restoration type of thing. The front hub has a spacer between the bearing cups I would have expected to see. The rear hub does not have a spacer. Do some wheels come with out? I would have thought the space would be essential to eliminate side stresses on the hub assembly. Has it been left out after an old repair?
I can easily fabricate something if need be.
Please can someone have a look at their tuffs.

If they are alloy hubs I'm pretty the "spacer" was plastic, is the rear hub riveted or bolted in?  Nearly all repairs used bolts, the Skyway rivet machine was only used in the US and Australia at the factories (although Warren Eales now owns the Australian one) so UK hubs were bolted in from the factory in High Wycombe.

They are riveted, both front and rear. The spacer in the front hub is aluminium.
