weird headset size

I dont really like shimming a headset thats too small, if i can find out whats going in i can get a proper headset for the DB.

you will find this problem on a few budget & old school frames as my brother is forever building up bikes for the kids on the estate out of old parts..

I think, maybe there was such a thing as a 1 1/16" headset.... It's ringing a distant bell in my head.  God knows where you'd get one though   :(

rob.....team murrays were bigger headset size than other frames at the time...

Where is headset size measured? inside the head tube or the outside of the stearer tube?
