landing gear forks?

can anyone shed any light on these landing gears? they are 1" threaded and stamped SE but there are no holes in the dropouts which i have not come across before? any ideas?

Is there anything inside the head tube?

not that i can see? what should i be looking for?

An aluminium plug with a threaded hole in it... 

woksmuggler:
its not there? do i need it? never seen one before on a 1" threaded old school fork?
