Skyway TA frame prices

Been offered a frame only but it's allegedly NOS. Don't want to get mugged so what should I offer for NOS or VGC. Don't know what year it is yet either.

Unless you already have forks, are difficult to get on there own.

If it is NOS and it's Chrome, you better dig deep...   any one could make a white one look new, so be carefull ;)
