What raleigh frame is this?

Been given a old raleigh burner frame so have posted it on forums to find out what it is and replys are super tuff burner or chromo burner and made in 84. Got some forks off e-bay and they dont fit as the head tube is 4 1/2 inch's long and not 4 inch's like standard frames.
Can anybody tell me why this is and what frame it is?
