is it sprayed or is it powder coated

I have a 2001 Dave Voelker Gt Pro, it is finished in Matt Black but is showing some rust in places, i was going to get it resprayed but i see on here its mainly powder coating, what i am trying to get to is would the bike of been powder coated then sprayed matt black or jsut sprayed Matt Black?

matt black powder is as normal as gloss,

the way to tell if it's paint or powder is by scracthing it,

if it's paint it will have another colour under the black wich is the primer

if it's powder then you will see the metal :daumenhoch:
