Help on Mongoose ID please

I have a Mongoose Expert (similar to the Californian) loop tail serial no M3-J8607.
Am I correct in assuming that this is from 1983 and does it indicate if it was made in the USA or is it a later Far East version??

i think most of the loop tail gooses (from 83 on) were Taiwan made
the exception being the lovely Pro class
