Number of teeth....?

How does the number of teeth on the chainwheel and free wheel affect a bikes running?  Are there rules as to which combinations do and dont work?

Thanks, thats great.  Just wanted to be sure as I am a bit of a novice. and want to make sure the bits I buy are compatible.
