theRuler:
the flats on the cross brace suggest they were built for a single bolt "gooseneck" style stem (like an astabula)

that would either mean they are:

a) vintage
b) tat

they look quite good though.
the cheap shit ones tend to have the cross brace crushed to flat either end.
