what is missing?

Hi all,

i'm currently nearing the end of my first rebuild but when fitting my tuffs, the rear wheel fits a treat but when fitting the front wheel there's about a 5mm gap each side!  is there something missing from the hub?  or is it just a case of washers?  i'm a tad lost    :'(
