14mm axles machined down to fit 10mm dropouts

my mate had a shimano hub on his cruiser that had factor notched axles for the 10m dropouts but keeping it a 14mm axle

arnt they surface hardened like unsealed pedal axles though ?

I can't be arsed with that now I can't believe how hard it is to find some 10mm 48's with chrome rims, has anyone got some?
