MTB's used to run 1 &1/8th threaded headsets just before threadless came into play but I dont think you will get a bmx quill stem to fit an 1 & 1/18 fork?
You can use reducers and run a 1" threaded Landing Gear set up as shown on this late 90's alloy Quad:-
or standing gear as on this:-
but I dont see the point? there are loads of nice clamp on stems and some retro ones to boot, why not run one of those?
