Oil the cable, deglaze the pads or try new ones. Also, you want the minimum amount of spring tension on the caliper you can get away with. Just enough to twang it off the rim, and no more. When you have the pads off to deglaze them, spend a little time postioning them nicely when they go back on :)

if it were me i'd try another lever, just to see if the problem is there,
you shouldnt really need something as severe as simple green for the brake to lock,
