Dia Compe Bulldog Brakes - help

got a set of bulldogs, gonna fit them on a 90 Haro Sport bashguard.

but they differ from the ones I've previously seen, they've got some plastic "lever" that doesn't seem to do anything, the one's I've seen
before had the shaping on the arm but didn't have the plastic bit fitted.

are these era specific for a 90's bike or are they totally new.
