of course its a serious question, its not the head tube its the little metal disc found aboive and below the head tube that hold the racer to the forks

My apologies, couldn;t quite make out what you were asking.  The forks are held in the frame by the headset which working from the forkd upwards is made up of a fork race, a bearing race, a bearing cup, a bearing cup, a bearing race, a threaded top race, a washer and finally a threaded lock nut.
