help please guys .its the old headset problem again

right just been trying to build heavy tools ruler frame up .2004 frame
the headset isnt 11/8 as the cups are too big
i tried 1" threaded the cups fit but the headset has movement on it just isnt quite right .
what should it be ??????????

next q is can you get 1" cups to fit using 11/8 forks non threaded anyhow as i have nice set lg forks unthreaded .

where did you get the 1" headset from? its not a mountain bike one is it? they are different.

is it a hidden headset?

you can use 1 1/8 forks in a 1" headset.
