Usually done centre to centre i.e. centre of the seat post tube to the centre of the head tube  :daumenhoch:

Can of worms this one, it is centre to centre but on many new school frames this way of measuring does not give you the frame size i.e. you could have a 21" frame that doesn't measure 21" from centre of head tube to centre of seat tube.
The manufactures say this is because of the new school geometry.
Very confusing I know but fact i'm afraid.
