rickman freestyler question

can anyone who has one please give me the exact measurement of the piece of seat tube that sticks out above the top tubes that the seatclamp fixes onto?

My 1984 Rickman Freestyler has a 24.5mm. diameter seat tube and the tube height is 40mm.
