Bar "rise" measurement?

Just wondering how the rise Is measured on bars, Is It from very bottom to crossbar or were grips go? Just got some NS bars the width Is ok 28" but they don't seem very high, hence my OS Mirage plate won't fit correctly. What are the biggest race bars available NS Is fine  :daumenhoch:
