HELP!!! skyway prob wheel went rigid, wont roll, NEED INSTANT FIX! pleasee.....

ok guys just been attempting to fix my brothers front skyway

for some reason the wheel starte resisting and no turning smoothly once i got back home i started to try and fix, for some reason the axle is turning all the way round and the outside axle nuts are turning too,
so when i tighten them the wheel goes rigid!?
whats happened? am i missing a washer or are the lock nuts closest to the wheel too tight.

really could use ure help as i want to fix tonight!

what a nightmare of a job, had to get exact balance between cones and axlenuts tightness
done now never again,
cant think what caused it to go off balance in the first place

ORB:
you had the cones tight, but you never nipped the lock nuts up tight to the cones.
