have bar dimensions changed?

hi i have a Q about bar upsweep. have moved the bars on my 24" to almost vertical to see if would feel better and presto! it does. Probably cause i've got back the upsweep the steering feels more positive, not quicker, just better.
So are bars now designed to be inline with the headtube or they still set around vertical, if they ever was?
