Id this part for me please?

Like Dan says , looks to be a bullseye axle & collars . I've a set of 80's Gen3 graphites with sealed hubs but they don't run any collars/spacers like those .

I take it it would be a rear wheel it fits/came off?

Yeah , deffo rear hub because of odd size collars to allow for freewheel side spacing .

Check out this pic , the opposite side to the freewheel is spaced longer with washers or sometimes larger collar .
